Google Cloud has made changes to the default instance type when setting up a Cloud SQL instance since the recording of this demo. The default instance type is now set as high memory with 4 vCPU and 26 GB memory which will result in the issue you are experiencing. When creating your Cloud SQL instance, you will need to ensure the instance type is set to standard with 1 vCPU and 3.75 GB memory. You can find the option by expanding the configuration options, expanding machine type and selecting standard from the drop-down menu.
