Why I am not able to create new project by using sandbox and why I am not to put file inside bucket as public to make file public I make to bucket public but as per video it is wrong so how make a file public in bucket

For your bucket, try making the permissions "fine grained" rather than "uniform", then you can click on the three dots for the expanded menu for the object and choose "Edit permissions", then you can choose Public/allUsers/Reader for your object.
As for your inability to create projects, that is probably how they control creating and destroying Sandboxes. They are easier to programmatically destroy when your session is terminated.
