Hello There! I am not able to setup the billing account for the newly created project under the user account profile (non admin account). Just the cursor is moving round and round since long and not seeing any other popups or any error message so far.

Hi, further to my note above I can confirm that requesting Google to increase my quota has sorted out my issue of new projects not linking to the billing account via the console. Incidentally, it also sorted out a corresponding issue where I was getting a "billing account quota exceeded" error at the command line when using the "gcloud alpha billing projects link" command.
The process to make the request is kicked off when you try to link a new project to the billing account in the console. A window should pop up and within that a link called something like "request quota increase". Click on that link and a form opens up. Fill in the form and submit (I requested a quota of 20). Google responded within 3 hours without issue (you get notified in your account email), and I then had to wait a bit for the change to become active. This quota increase has been free of charge.
I think I’m hitting a similar problem – I’m not able to link newly created projects to the billing account any more. My investigations are pointing to a possible quota cap for the number of projects that can be linked to the billing account. I can’t find anything definitive in Google’s documentation, but there are some discussion threads that hint at this. I’ve requested that my quota to be increased (it looks like this doesn’t cost anything), so I’ll just see what happens next!
