It might be possible to see this message if you’ve disabled the (Google Cloud) Storage API on this project, and since that’s a quick thing to check, you should probably start there.
Aside from that, have you looked into the status of your trial billing account? As far as I understand, this error can happen if Google is uncertain whether you are actually the same person as whatever you used for identification in the setup process. You should double-check your email at the account administrator address, to see whether there are any relevant messages. I ran into what seems to be a similar problem. After creating the project trying to link it to the existing billing account results in an error saying: "You have reached the limit of projects on which you can enable billing. You can request an increase in your billing quota if you need to enable billing on additional projects." For now I’ll continue using the existing project that is already linked to the billing account.
