Payment issue while setting up new google account

I have created a new google account and after adding the new credit card, it is showing payment authorization issue. not sure what to do.

Normally when you add a  payment method to your Google account, Google will try to deposit a small amount into your balance to see if your payment method is valid (it can be either credit card or an international debit card). You won’t be actually charged for this amount, as Google will repay you this amount in a few working days if they can successfully make the deposit. This is the same across many Google services, not just GCP.

In this case, you should contact your bank that issued the card to you to check if any issue to your card.
