You need to enable Billing for your Project (i.e. link your Project to your Billing Account) before you can create any resource inside that project.

Not able to Create bucket, Getting error “You can use cloud storage after you enable billing”
When i go to Billing -> my projects from my user account, it shows Billing is disabled for my new project. When i click Actions -> change Billing -> Set account it shows the following error
You have reached the limit of projects on which you can enable billing. You can request an increase in your billing quota if you need to enable billing on additional projects.
Can you help me on this?
I have the same issue and questions. Not sure if I can just request an increase.
