Apparently Google removed this feature and making objects public via the console is now only possible as described here: https://cloud.google.com/storage/docs/access-control/making-data-public

You are indeed correct, Seth. I tried to clarify this starting at 5:02 in this lecture (i.e. the one linked to this post) and in its resources, but maybe I should make it more clear, somehow?
