can you attach different credit cards to different projects?

Yes, as Rukade said in the comment, you can create multiple billing accounts–each with their own credit card–and attach them however you want to the different projects.  Here’s a good documentation page on this.  And after you’ve read that, this page on billing access control shows how you can control both the ownership hierarchy that resources have and also the different account linkages that payment accounts have.
