when I Creating a new instance with the encrypted volume, is there an option to keep the same IP address as the older instance (the one with the unecrypted volume) until I delete the older one ?

There is a way to preform such action If you attach EIP (elastic ip address) to older instance you can detach and attach the ip address to the new instance
