Is Azure App service a PaaS offering or serverless offering ?

It depends what type of App service you are referring to. For example, a Function App is a serverless resource but a Web App is a PaaS offering as it still technically runs on a virtual machine that you do not access/manage. Both WebApps and Function Apps are App Services.
