In one question other option seems to be correct

I came across the following question

"What is the difference between private and public cloud?"

The correct answer given here is "A private cloud has restricted access to services. A public cloud is accessible to any user." but when I went through the reference link they have provided "https://azure.microsoft.com/en-au/overview/what-are-private-public-hybrid-clouds/" I found one line that is saying 

Advantages of a private cloud:

More flexibility – your organisation can customise its cloud environment to meet specific business needs.

Improved security – resources are not shared with others, so higher levels of control and security are possible.

High scalability – private clouds still afford the scalability and efficiency of a public cloud.

As you can see the underlined sentence says the higher level of security in private cloud

So from above we can say that the following option which was listed in the quiz should also be correct:

A private cloud requires higher security measures for access than a public cloud.

Please let me know whether that option is correct too or not. If not why?

I am glad to see you are really paying attention. Best way to learn.

The key here is the use of the words "possible" and "requires". Microsoft says it is possible, but not required. Hence the answer saying it is required, is incorrect.
