S3 ACL Video: Access Denied to Make Bucket and Object Public

I was viewing the S3 ACL video under the Security series, and while working on the playground I am getting an error ‘Access Denied’ when making either the bucket or the object public. Under IAM, for the user I see the following for All Resources ‘S3 : PutBucketPublicAccessBlock’.
