Can we use AWS config to find out list of all my EC2 instances, idle instances and redundant accounts?

You can use Cloud Watch or Trusted Advisor
Cloud Watch alarm can be set for CPU utilization ( = 0 for > 1 hr) – shut down
Trusted advisor can do something similar – detect low utilization – invoke lambda (also via Cloud watch)-> shutdown
