blocked public access on S3 bucket scenario

Is block all public access on S3 bucket considered explicit deny?

If all public access on bucket is set to allow (block all public access unchecked), would the bucket level ACL and object level ACL still be effective?

The block all public access feature just blocks public access from being granted.  If all public access on bucket is set to allow, t doesn’t change the policy permissions of the bucket, but does allow other permission settings (such as ACLs) to work from a public resource access perspective.
