There are NO prerequisites for the Security Exam. You can find more details here: https://aws.amazon.com/certification/certified-security-specialty/

Correct, no pre-requisites so anybody can register to take the Security Specialty. However, I would advise to take at least the Solutions Architect Associate first, to get some experience with AWS exams as well as getting some background experience with AWS if you don’t already have it. 

The official recommendation from AWS is  as follows: The AWS Certified Security – Specialty is intended for individuals who perform a security role with at least two years of hands-on experience securing AWS workloads.
