In Lab "LAB: Loosely Coupled Services with Cloud Pub/Sub" while trying to create a notification I am getting an error – the user not authorized? what are the roles required?

when altering the topic path it should include the project ID, not just the friendly name e.g. -t projects/labs-305616/topics/newImage rather than -t projects/labs/topics/newImage (my projects is called labs) – that work?
