In this Lab (Managing Google Cloud SQL Instances) , we can create the "Mysq instance", But we have no Privileges to create Neither "VM Instance", Nor " IAM service account", nor new project , with the given google account. Is this Normal ?

I checked the objectives and there is no need to create projects, VM instances or service accounts. All of the steps required perform actions on SQL instances. It’s normal in our Hands on Lab environments to only have the permissions required to complete the objectives.
