Why do we need to initialise compute engine API when we click VPC networking for the first time?

In the VPC lab, I created a new Networking account and went into the VPC networking service. The VPC networking service is waiting for the compute engine API to be initialise before we start using VPC. Why is that?

The elements of the VPC are contained within the Compute Engine API. This is because the VPC’s are consumed by GCE. Even if you’re using something like GKE, it’s still building those instances behind the scenes.
