I have created two service accounts i.e frontend-sa and backend-sa. While creating firewall rule to allow ping from frontend to backend instance, in ‘Target service account’ dropdown, i can only see frontend-sa. Backend-sa is not showing up. Please advice.

That is correct you need to add another Service Account. I just added another service account called backend-sa. Have a great day.

I had the same issue. I found the google console seems to be out of date. Try a CTRL-R to completely refresh the browser
