Unfortunately it’s not visible to any user. When you use Cloud Shell, you’re provided with a 5 GB Persistent Disk mounted under home directory of the Cloud Shell user. But this Persistent Disk is hidden from the Console and is totally managed by GCP; it’s not counted as a billable resource anyway.

If you want to get files out of Cloud Shell, you can use the Download File to get files to your computer.
