I deleted the earlier project from "user" and it started working
Probably you didn’t connect the earlier project to a billing account previously.
In the project owner account, not the billing owner account, in the console go to Billing, select My Projects, select the three dot selector on the right, choose Billing, and select the Billing account to which you want to link.
