What’s a safe way to change from one project to another on the console?

If you have projects created then you can run a gcloud command to switch between them

gcloud config set project project-1

Sorry Initially I did not read the question completely. From the console at the top of your screen you have a project selector drop down. You can use it to change the Project or to create a new Project.
