unable to delete the vm instance through CLI

Hi,

The key is in the error message

**Insufficient Permission: Request had insufficient authentication scopes.**

Take a look at the permissions of the account that you are using vs.  the permissions needed to ; List, read the details or, Stop and Delete the resource.
