In google cloud platform, let’s say I have two billing accounts tied to two different projects and there is a third project. Can I setup two billing exports which are going to two different bigquery data-sets that belong to third project?

Yes, definitely, Pavan! You will need to be a Billing Account Administrator for each of the two billing accounts for which you want to set up the export, and you will also need to have access to the two different BigQuery datasets you’ve set up in the export destination project (that third one you mentioned), but you should then be able to follow the same steps to set them both up.
