starting compute engine from CLI

While using the CLI for gcloud services and instances command, i got carried away and decided to use it to start the compute engine which surprisingly worked(i’m new to CLI environment, so every executed command is a milestone), i went to the console to check on the IAM and here was no new accounts created but there was an account in the service account. i had to disable the compute engine and restart it in order to get the accounts created in IAM

Is this normal or did I do something wrong while writing the command?
