Project

Not quite. The closest analog to a Project in GCP would be a Resource Group in Azure, which contains numerous Azure resources that can be managed together. 

A Billing Account in GCP would be closer to the concept of a Subscription in Azure, although Subscriptions can be a bit more complex since they can take on a lot of different forms, while Billing Accounts tend to be a lot more straight forward.
