You will have to create the bucket with fine-grained permissions (Fine-grained: Object-level ACLs enabled). After that, you will be able to have access to the action you were looking for.

Hey, I’ve logged in with my non-admin user and created a new bucket. The bucket is private, but when I try to change the permissions of the file it gives me an error. –Example: bucket–> 3 dotes–> Edit access –>Cannot get legacy ACL for an object when uniform bucket-level access is enabled.
