Not able to add allUsers to share files from storage

found solution, add allUsers with Public entity

this video is wrong. You should select Public for Entity not User.

Click on Permissions Tab => Add User "allUsers => Select Role: Cloud Storage Legacy = Storage Legacy Object Viewer => Save => Allow Public Access.
