Non admin billing account has no access to the project

I’m in the Google ACE course and I’m on the "Demo: setup non user account" lesson at the 6:02 mark. I have created a new gmail address and added it to my own GCP free tier account. Using the admin user I gave this user "Billing Account User" permissions. Yet when I log into the same GCP account with the non admin user and go to the billing section -> Account Management section there, I don’t see the accounts listed, instead I see: You don’t have permission to list projects for this billing account.

What am I doing wrong?
