When I try to create the "my user project" I get the following error "Google Cloud Platform service has been disabled. Please contact your administrator to restore service in G Suite Admin console." Has GCP’s behavior changed?

Yeah So I went off book and used my gsuite emails which is the problem. don’t have this issue if I create regular gmail emails, but issue there is google wants a phone number to create an email and it keeps unpairing my gvoice number from my phone when I do this.
