Getting this message “You do not have sufficient permissions to view this page”

Getting this message "You do not have sufficient permissions to view this page" when ever i login into google console. how to fix this issue.

There was an error while loading /home/dashboard?folder=&organizationId=&project=XXXXXX

Tried logging into user account  after updating with admin account and when i tried to login to console with the user account email. still getting the above message.
