can you link the project to billing account using cloud shell ? If yes, please explain how?
I created a project using
gcloud config set project projectname
but not able to link it to billing account.

Yes you can. Use the following command:
gcloud beta billing projects link PROJECT_ID --billing-account=ACCOUNT_ID
