I have redone this lab several times. It seems that the billing account does not appear, only select all projects or the projects themselves. I must have done something wrong, or has google updated this now?

Hello, David. Google has apparently changed the wording in this UI, a little bit: "all projects" means "all projects for this billing account"–which is the same thing that selecting "billing account" used to mean, too. Hope this helps.
