Cannot create bucket in my challenge-lab-gce project, getting message ‘Billing must enabled for project ….’. This is my 3rd project, so do i have reached the limit?

You have to set up your billing by your credit card. It will enable all services. In this process, you will get free 300$ for run GCP service. After that billing will change your credit card instead.
I think it has more to do with the limit on the number of projects associated with the trial account. You will have to login with the admin account and disable billing for one of your other projects. You will then be able to associate the challenge project with the billing account.
