From where 169.254.169.254 is coming, not able to access IP
Is this accessible only from EC2

Yes, the IP Address and URL http://169.254.169.254/latest/meta-data is only accessible from an EC2 instance. You would not be able to run that command from your local machine unless you were connected to an EC2 instance via ssh or RDP.
