DB vs EBS Provisioned

Generally speaking, could we say that the EBS provisioned IOPS are better of any DB in terms of performance? Thanks!

From my understanding, the two cannot really be compared. When provisioning a Database, at a moment you specify the underlying storage you want to use for it (SSD, magnetic, etc.). So, generally speaking, I think one needs to specify the suitable storage support (for example in provisioned IOPS flavour) for the workload your database will need to perform.
