Can i have a RDS instance in one region (say us-east) and have one of the read replicas in another region ( say eu-west). that way all read traffic coming from the eu region will be routed to the read replica that is provisioned in the eu-west region ? this way the performance for the eu users will be a lot faster versus them getting served by the read replica in the us-east region
