Cloud Playground does not allow creating S3 bucket outside of US region

I’ve started a cloud playground to practice cross region replication, but after creating a bucket in us-east-1, I am unable to create a bucket in ap-northeast-1 as shown in chapter 5.10. The error message says "To create a bucket, s3:CreateBucket permissions are required." When I checked IAM permissions all permissions are allowed for my user except lightsail and sagemaker so I should be able to create buckets. I tried other regions and got the same result. Any ideas on how I can create a bucket in another region?
