Can’t choose any other region besides us-east-1 when creating S3 bucket

Hey! When I try to create a bucket in a region that is not us-east-1, I get "Access Denied" message. It happened several times and the last was just a few minutes ago when doing the S3 replication lab; I tried to create a bucket in different regions to do the cross-region replication but in the end I had to replicate objects within the same region because us-east-1 was the only one I could choose.

Am I missing something?
