When explaining a Virtual Network Gateway and VPN Gateway, the instructor mentions that a gateway consists of two or more VMs, but there’s no explanation of "why two"? Is it a primary and backup?

Hi, "By default, VPN gateways are deployed as two instances in an active/standby configuration" (https://docs.microsoft.com/en-us/learn/modules/azure-networking-fundamentals/azure-vpn-gateway-fundamentals).
High availability if one failed, another can service traffic until a second endpoint can be spun up.
