Why do gateways consist of two VMs?

When explaining a Virtual Network Gateway and VPN Gateway, the instructor mentions that a gateway consists of two or more VMs, but there’s no explanation of "why two"? Is it a primary and backup?

High availability if one failed, another can service traffic until a second endpoint can be spun up.
