can cosmos db fail over to a read region?

The lab showed how to create "read regions", which presumably means that the replicas in these read regions can be used for read replication (though not for write). What isn’t clear is whether these read region replicas can be promoted to primary in case of failure in the primary DB, and whether this failover is automatic.
