I am wondering if the course, in its current state, covers the topics/skills (https://query.prod.cms.rt.microsoft.com/cms/api/am/binary/RE3VwUY) tested in the Oct 25, 2021 Cert Exam update.

Short answer: yes it does.
The changes on 25 October was a single name change, which is already recorded and produced. It might be on the platform, but not sure yet. There were also a bunch of updates I made 3 months ago, which addressed some other changes and omissions.
