cloud_user is not authorized to perform “cloudformation:CreateUploadBucket with an explicit deny”

I experienced the same thing until I switched back to the default region that the sandbox opened into… in my case us-east-1.  Otherwise you’ll need to update the permissions if possible for the region you’re trying to run the CloudFormation template in.
