I think that VPC peering is using a private IP address (v4 & v6), not the public one as stated in the video in security specialty?

I agree. As well there is a new feature "VPC sharing" allowing to access subnets between VPCs in an account or AWS Organization.
VPC sharing lets you share VPC subnets between accounts (with or without AWS Organizations).
