Is there a difference between the two as it’s mentioned in the Security course that Systems Manager can be accessed only under EC2 but it’s also under Management Tools on the main services screen?

Same thing. SSM was becoming too large for the EC2 console and the UX is improved by the new SSM console. I assume it will eventually be removed from the ec2 console.
