If you use SES out-of-box, any outbound emails sent to a domain different than your default one must be verified otherwise the email will not get there. If you want to lift this limitation, you would need to open a case with AWS and provide them with a compelling case that you won’t be abusing the service to have them to move you out of the "sandbox" SES. I found it a bit painful to get through.
