Security Exam Simulator MFA Confusion

Hi there, got a question on exam simulator question 47, asking about a stolen MFA device.

The thing that tripped me up was this wording: "setup with your work email that you used to sign up for your AWS account". 

Now as far as I’m aware, only the root account can sign up with an email address. IAM users can’t be "signed up", they are only created by another IAM/root user and the account has a username. So, I assumed that this question is referring only to the root account.

Hence my confusion when I see that one of the "correct" answers references an IAM user. Am I just reading this incorrectly?
