Quick answer is to append your command with the following –cli-binary-format raw-in-base64-out

$ aws kms encrypt –plaintext ‘hello’ –key-id arn:aws:kms:us-east-1:507690085473:key/6250defb-ef15-4771-8494-eefd75a47bfa
Invalid base64: "hello"
