Are there still AMI’s marked pre-approved for pen testing that don’t require logging a request be filed with Amazon. I have seen another course that state this is the case, but not sure if this is new or a concept that has been deprecated. Thanks in advance.

I’ve never heard of that. You’d still have to crack through their infrastructure to get to an instance based on that AMI anyway – which is why they want the request. Head here to review their policies.
