In the LinuxAcademy courses for the CSA-A you bought that Julie Elkins made (which are much more current than most of this course) she says CloudHSM is FIPS-140 L3 compliant. Is that incorrect or is this video out of date?

According to the AWS documentation the hardware for CloudHSM is compliant with L3. The linked NIST validation reports state the same with the caveat that they must be operated in FIPS mode.
